One very obvious difference between Malaysia and Taiwan is that, Taiwanese loves tuition! Okay, I did not intentionally mean it in a sarcastic way. Then again, Taiwan does have a higher education standard than Malaysia. In Malaysia, we are still facing crisis (the government issue, if you know what I mean), and the real revolution are probably just about to happen to the country, let aside the education. That explains why Taiwanese signed up for a lot of tuition compared to Malaysian.
