The problem of education is the same as every other management in the world.

If you define correctly that A grade is the correct measurement to value a student, then you better define correctly the elements or qualities that are needed in an A grade.

If you define correctly the elements of an A grade, then you better define correctly the right methods to achieve it.

If you define correctly the right methods, then you better have the right men to implement it.

If you have the powerful man power that obeys the orders, then it's up to students or the industry who is hiring the students (both are customers) to give you feedback whether you're doing it right.

If customers are giving you feedback, then you better have a correct tool to obtain and analyze the feedback.

It's over complicated and therefore organization as big as the education system can never learn they're wrong until the day they run into critical situation.

Same thing applies to every aspect of our government.
